The Spill Prevention Control Countermeasures (SPCC) rule establishes the equipment and procedures to prevent discharges of oil into waters of the United States. Under the rule, facilities with an aboveground capacity greater than 1,320 gallons of oil must identify any container with ≥ 55 gallons that could potentially reach waterways. Applicable containers are included in the SPCC plan with measures that will be used to prevent spills, protect containers from accidental damage, and manage spills to prevent entry into a waterway. The University has several locations system-wide that are subject to SPCC requirements.

Environmental Compliance staff works with University facilities to develop plans and procedures to ensure regulatory requirements are met, such as annual training and monthly inspections of containers included in the plan. If you are adding any new sources of oil > 55 gallons to your facility, please contact Environmental Compliance staff so these can be evaluated and added to the applicable SPCC plan.

Environmental Compliance staff are responsible for ensuring regulated ASTs at the University meet MPCA requirements, which includes corrosion protection, overfill and spill prevention, leak prevention, and monthly inspections. ASTs are typically also subject to Spill Prevention, Control, and Countermeasure (SPCC) requirements. Please contact Environmental Compliance staff if you are planning to add an AST to any University location.

Underground Storage Tanks

Environmental Compliance staff are responsible for ensuring USTs at the University meet MPCA requirements which include, tank and piping corrosion protection, overfill prevention, dispenser and pump containment, cathodic protection system testing, release detection and routine inspections. Please contact Environmental Compliance staff if you are planning to remove, modify, or add a UST.
